The Ingeborg Nesbitt Clinic Project was funded through a $200,000,000.00 U.S. Virgin Islands Capital Improvements Program. Of all the projects constructed through the program, the much-needed clinic was the only project to be completed ahead of schedule. Benton was able to beat the scheduled completion date by a full 2 months.

The project includes a 16,000 square foot clinic with full emergency medical services; including x-ray room, 4-bed trauma stabilization area, nurses' station and operating room. In addition, the building provides medical offices, administrative offices and family health care service unit to support the Frederiksted area. A separate structure houses two fully automated and synchronized 250 KVA auxiliary generators to provide emergency power to the clinic and adjacent existing medical services building.

The 45,000 square foot complex includes three Dormitory structures designed to house 76 students and student supervisors; Student Administration Building; and Ancillary Building housing a student cafeteria, full commercial kitchen, indoor and outdoor auditorium, bookstore, student activity center and campus maintenance.

The project was publicly bid, yielding bids ranging from $10 million to $11.5 million, substantially over budget. Benton was subsequently invited to value engineer the project and was successful in reducing the cost to 7.3 million dollars without impacting the aesthetics, square footages or building systems, effectively salvaging the project for the University.
