The Marley Homes Public Housing Project was in a state of serious disrepair resulting from lack of maintenance and Hurricane Hugo damage. The Corp of Engineers was commissioned to restore the project for the Virgin Islands Housing Authority. Benton Construction Co., Inc. was the successful low bidder.

The project included the full restoration of the existing structures along with the addition of a second story to all 34 housing units while maintaining partial tenant occupancy. In addition, the project included the total replacement of all utility services such as water mains, distribution and metering system, restoration of the water storage system, replacement of all fire protection piping and hydrants, and replacement of sewer lines.

The Project was such a success that Benton Construction Co., Inc earned the prestigious U.S. Army Corps of Engineers Outstanding Performance Award.
